Certified mail received FROM Director Bill Harford:
This letter dated August 17, 2006 states that the California Public Records Act does not apply to the Inland Valley Humane Society. The provisions of the California Public Records Act, Government Code sections 6250-6276.48 does not apply because the IVHS does not fit the definition of a "state agency" or a "local agency". The records in custody of the IVHS are exempt from public disclosure under Government Code section 6254 because they are "records of complaints to, or investigations conducted by, or records of intelligence information of a state or local police agency".  Copy of Letter
Mr. Harford goes on to say that if I have any further concerns or questions to contact their legal counsel.
